My Haynes says free play should be 22mm, +or- 4mm, which is nearly an inch.

Nah ( sorry bout late reply) the shaft and blade are in 2 parts , the surface between halves is beveled , when you slide the silver tube down towards tip it forces the two halves to overlap and thusly cause the blade to effectively thicken and jam itself in the screw slot I cant draw for shit but this is an end on view of the split blade .

ahh so I need to adjust further then. I think I saw the 4mm and though that was right. I probably need to find a way of holding the pedal up while I adjust too seen as nobody is around for a few days.

Use a bungy cord to fix it to the steering wheel

Honestly, it's a simple thing to do on your own. No need for holding the pedal up.
Simply adjust a bit, check how much you can lift the pedal up, repeat as required until you can lift it 22mm or thereabouts.
