Scrape it clean with an old half-inch wood chisel, straighten the kinks with mole grips or plumbers pliers then clean up & Jenolite to kill the rust & then paint of your choice followed by underseal. It will then look as good as new without any interior trim removal or welding or vast expense. Spend the cash on something more worthwhile.
