Hi,
It could be that moisture had become trapped between the car and the cover. Have you kept the cover on all through the winter, or did you occasionally take the cover off on a dry day to allow air to circulate?

It might be helpful to post a photo of the blisters. Somebody on here might be able to suggest a cure.

Andrew.

Has it had any recent paintwork? This can happen when moisture gets trapped under the paint during spraying. It results in tiny pimple like blisters.

That's type 3 water spotting as opposed to blistering. But yes, some pics would be good then we can see what it is.

Sounds like trapped moisture.
I’m not completely convinced that external covers work well. I put one on a fixer upper many years ago and it accelerated the rust on the front wings. Found it was better without the cover.
Mind you, does protect from cats etc.

You might find they disappear if you leave the cover off for a while.

How to add pictures;
This assumes you have a pic on your computer (for example on your desktop) already -

1. Go to https://postimages.org/ (you do not have to be a member or login)
2. Click Choose Images
3. Browse to the pic you wish to use and double click it (or click once and click Open)
4. Copy the Direct Link in the list (i.e. click the symbol on the right or highlight it and press Control-c)
5. Open up a new message window on here (as if to type your reply/new message, or whatever, as you normally would)
6. Type your message and when done click the Img button and then press Control-v (this will paste the link you previously copied in step 4)
7. Press Preview to see how it will look or Submit, and you're done.

Just don't cover it again or you may not be so lucky, micro blisters are no fun
