Is my carb incorrectly jetted and power valve gone?

Is my carb incorrectly jetted and power valve gone?

Having stripped my carb today to try and find out why my car is idling too fast, I thought it would be worth checking the jetting just to be extra certain. The car is a 2.0 laser 1986 with the standard 32/36 carb.

As it stands:

The idle jets are both stamped with a 45 (meant to be 50 according to haynes)

The primary air correction jet is stamped 110 (meant to be 160 according to haynes)

The secondary air correction jet is stamped 125 (meant to be 140 according to haynes)

No measurement for the main jets as I can't find a stamp and don't have a jet gauge.
I know there is a chance the jets have been drilled out but Is it worth buying a complete set of jets just to be sure?

Also, the power valve wont stay compressed when I push it down and cover the appropriate hole with my finger - a sure sign that it is broken, despite not getting any sign of the car running over rich.
