I get the feeling that it's the sort of thing where one person tells another to secure the quad while he goes off for a pee. The other bloke ties it up as you see in the photo for a joke. When the first man returned they all have a laugh about it and secured it properly. Once the photo is uploaded to FB, all the context is lost and you just think that somebody is ridiculously stupid for securing the ratchet strap to the wheel.
