Yes, they were a photo viewer, say for example you were on holiday at Butlins (brilliant place!) the photographer there may take a family picture whilst you're all out at one of the entertainments, and you would get the photo permanently inside this little viewer which you do indeed hold up to the light to see what is inside. I've only ever known them to be completely sealed. They also did novelty ones, I have one with a chimp on the toilet! But I think their main purpose was to provide you with your photo. They are only small, probably less than 3 inches.
