Oh go on, I'll have a tiny wee wade in then as a cyclist (who stopped cycling in London after 5 years due to a series of non-fault accidents) and (recently reinstated) capri driver. I also drive professionally for work.
I do think there needs to be some kind of fee for bike users. BUT since it obviously can't be based on emissions, or material cost of manufacture, or weight (as these are all basically zero), i think there should be a one off payment on the original sale price of bikes. Say 5%.
This money, unlike the vehicle licence, which has nothing to do with roads and just goes into the big slush pot, should be put towards dedicated cycle projects to keep cyclists separated from cars. In most cases, this will probably mean narrowing roads in city centres. On the other hand, it'll mean more people feel (and are) safe cycling so there will be less car traffoc using that road.
A test? Again, good idea. But it should be dirt cheap and relatively easy. Basic steering, braking and safety covered in a day for £30, so more people will actually do it, and to get more people cycling, which means less traffic for people who actually need to drive.
Insurance? Probably a good idea. Partly because a lot of bikes get stolen anyway, partly because it'll give redress when cyclists do cause damage and rapidly piss off. Will it ever happen though? No. The other two, maybe, but not insurance. It's too hard to police. Having said that, i have it voluntarily.
Here's the thing though. Even with all of the above, there will always be drivers who hate cyclists and act like arseholes around them regardless. Taxi drivers who pull over into cycle lanes in rush hour to drop off fares. Bus drivers who pull out without indicating to get out in front of bikes, only to stop again 30 seconds down the road. Audis.
And there will always be arsehole cyclists. Twats on fixies with their headphones on jumping lights in city centres, and old boys in their 50s who think the world owes them a favour on the B-roads.
And they'll never, ever get on. Because people are arseholes.

There is truth to that yes. It does also work the other way though, people/sheep who disbelieve or go against everything just for the sake of it. I know it`s not practical, due to precedence, but I really think there *should* be a plate of some kind on bikes, so if they do run into someone on the pavement they can`t just piss off without a trace. What do you do if one tries to squeeze up your inside in a queue, touches your door causing maybe £100s of damage - you`ve absolutely NO recourse, even with video. Doesn`t seem right.

It's not nice. I've had cars do that also, to me. Seems worse as you know that they have to stop, they should stop, it's the law. But plenty don't. According to the police 'it happens all the time that'.

1st I hate Cyclists I see fare to many of them riding with due care, riding on the wrong side of the road
FAILING to give way where give way signs are I have even seen them fail to stop at a stop sign and ride right out in front of HGVs.
Then there are the ones who have no lights, no high viz ETC.
Believe it or not My cousin was take to court and ended up with 3 points a fine and a £2000 legal advice bill because a cyclist went in to the back of this stationary truck (as in waiting a red lights) his insurance had to pay the cyclist £3000 compensation go figure that one out Personally I would have inserted his fuck bike up his Arse side ways.
However I also got told by our local police that in the 90s a bloke got done for (ready?) Drink cycling and another cyclists home insurance had to pay out when they rode in to someone on the foot path, so I guess you could say if they have home insurance they have bike insurance.
But No personally I have no time for them.

I don't hold human life in very high regard. I don't see why we are so special. All animals kill, a lot of mammals keep their prey alive and torture it, for fun.
