I agree with Nemo but also check that your carb needle valve isn't sticking, those little buggers can cause a whole world of hurt at times.

Failing this you need to pull out your tank sender/pick up and have a good look at it and the inside of the tank.

Have you tried "priming" the system, ie take the hose off at the carb and suck the fuel through? I have had this problem with mine when they've not been run for a long while and sometimes starting the engine with a drop of petrol down the inlet is the only way to get them going. The other ...

I don't use a spanner for them, never have. I find if you have a long thin chisel just place it on the right hand side of one of the flats and give it a bloody good twat with a hammer. If it gets to the stage that you want to get the hardened valve seats there is a place in Wycombe, CK engineering, at Cressex who do a good job at a reasonable price.
