You can get tours of the Mini plant in Oxford, very interesting and it takes about 2 hours. It starts at the body assembly showing how it is built up from 100's of parts and you end up at the end of the line with cars having there wheels put on and driving off. I hear echoes of what you have said there Paul about the police all the time, they just don't seem fit for purpose any more.

I can only assume with that figure, which does seem high, that some owners who spend a lot on their cars, such as costly restorations or resprays push that average figure up. It's easy to spend thousands on a classic car if you don't do the work yourself. Also it may take other things into account, ...
