Could always try the squirty test with WD40 or brake cleaner sprayed along the manifold edges to see if it lifts the revs.

If you get brake fade then you do need a service and/or upgrade. Can you lock the front brakes? If so then the brakes are working and you need better tyres. On later models the ballast resistor is built into the loom where it runs across the bulkhead. Thicker than the other wires.

The gauge should move up to read FULL if the two wires at the sender are connected together. If they are corroded and need cutting back then a couple of bullet female connectors will do the job.
