My understanding of "rice" was Race Inspired, Cosmetically Enhanced, or RICE'd. Though referring to ricers as "the japs" did make me howl my head off!

When I was still a Capri virgin, those alloys were popular with the ricers around town - saw them on Ka's and Fiesta's (some sticking waaaaay out the arches though and probably not MoT-safe).

Usually, you confirm or deny stewardship of the vehicle at the time of the offence, and i think its now either 3pts and a fine (most often £200 iirc) OR you take a speed awareness course, which costs more than the fine. If you don't want the points, take the course. Pretty sure theyre held in Milton...
